Azerbaijan's new law lets startups structure deals at home
Legislation passed in July 2026 creates investment instruments and a crowdfunding framework; in 2025, 22 startups raised $2.62M.
Startups and investors in Azerbaijan can now structure deals locally instead of setting up companies abroad, under legislation passed in July 2026, Reuters reported in August. The government says the change lowers costs and makes later funding rounds easier.
A separate legal framework covers equity- and debt-based crowdfunding. The central bank has six months to approve the regulations.
Deputy Digital Development Minister Rashad Hasanov said Baku also plans a fund combining local and international capital. Its details have not been finalised.
Why it matters
The market is still small: 22 startups raised $2.62 million in 2025. Three venture funds operate in the country, Caucasus Ventures, INMerge Ventures and Tumar Ventures, with about $11 million in disclosed capital.
